URL converter

URL converter tool encodes or decodes a string to or from URL format. URL encoding replaces unsafe ASCII characters with a "%" followed by two hexadecimal digits. The set of characters that need to be encoded depends on which part of the URL is being encoded. For example, the path component of a URL has a different set of reserved characters than the query component.
